Following the Supreme Court's decision on the Affordable Care Act, Mark Hedberg said those who adopted a wait-and-see attitude to implementation must now move to comply with the law's requirements. States will be able to decline to participate in the expansion of the Medicaid program without jeopardizing current federal Medicaid funding and must now decide whether or not to establish a health insurance exchange.
