Her practice spans the full spectrum of environmental compliance and enforcement, including permitting, hazardous waste management, air and water quality, and product stewardship. As a former enforcement attorney at the US Environmental Protection Agency, Rachel has successfully led internal investigations, negotiated with government agencies, and defended clients in high-stakes actions. Her guidance is anchored in real-world results, including negotiating multimillion-dollar settlements and overseeing the remediation of complex Superfund sites. She has designed and implemented compliance programs and management systems, drawing on her hands-on experience as in-house counsel overseeing monitorship-driven process improvements.

- Serves as strategic environmental counsel for companies in transportation-related industries, including automotive and rail.
- Advises OEM clients on mobile source emissions compliance and related regulatory advocacy.
- Advises a consortium of automotive companies on hazardous waste policy and regulatory developments.
- Advises manufacturing and retail clients on product composition issues, including compliance with the Toxic Substances Control Act (TSCA), Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), OSHA Hazard Communication Standard, and state restrictions and reporting requirements.
- Assists clients with developing and implementing supply chain due diligence processes.
- Advises consumer goods and packaging companies on developing compliance programs to address new state Extended Producer Responsibility (EPR) requirements.
- Advises clients in automotive, manufacturing, retail, construction services, electric utility, and financial services industries on sustainability compliance and reporting strategy, e.g., greenhouse gas inventory development, climate-related financial risk reporting, and claim substantiation.
- Advises clients on site remediation issues, with a particular focus on California.
