Overview

William advises both public and private actors at home and abroad on a wide range of energy, infrastructure, and public-private partnership (P3) projects, including renewable energy facilities, broadband infrastructure, stadium projects, and electric vehicle infrastructure. He has experience in drafting and negotiating core project and financing documents for public and private infrastructure and economic development projects.

Experience

Agency Finance

  • Advising the U.S. International Development Finance Corporation (“DFC”) in connection with the development of template agreements, including the insurance contract and the foreign enterprise support agreement, in relation to DFC’s political risk insurance product that supports the creation of funding for targeted impact programs (marine conservation, terrestrial protection, food security, etc.) through the issuance of bonds that facilitate external debt management or conversions for eligible host country governments.
  • Represented DFC in connection with its provision of political risk insurance in support of a debt conversion for impact in Ecuador intended to fund terrestrial and aquatic biodiversity conservation, climate change mitigation, and investment in the well-being of the indigenous communities in the Amazon Biocorridor region.
  • Advising DFC in connection with its provision of political risk insurance in support of multiple sovereign debt conversions for impact in Africa and Europe.
  • Represented DFC in connection with its loan of up to $7.5 million to an agro-processing facility in Egypt.
  • Represented DFC in connection with its $5 million loan to an internet provider in Kenya.
  • Representing DFC in connection with its contemplated $10 million loan to an electric vehicle company in India.

Project Development and Procurement

  • Advising a state department of technology on its procurement of an operations, maintenance, and commercialization contract for an 8,500 linear mile fiber optic network, the largest transaction of its kind attempted in the United States to date.
  • Advising a state department of transportation on its procurement of a state-wide network of electric vehicle charging stations.
  • Advising a university in Texas on its procurement of the design, construction, financing, operation, and maintenance of its campus energy complex and distribution system.
  • Advised the sponsor and the applicant, jointly, in their negotiation with the Federal Railroad Administration of a multi-billion dollar grant to support an intercity passenger rail megaproject, one of the largest grants ever awarded to a surface transportation project in the United States.

Renewables

  • Advising the International Finance Corporation and the Government of Barbados on the development of an onshore wind farm.
  • Advising the developer on the development of multiple run-of-river hydropower projects in central Africa.
  • Advising a developer in connection with the development of a solar power plant in Guam.
  • Advising the developer on the development of multiple solar + BESS + gas-fired generation facilities that will supply energy to mini-grids in the Bahamas.
