Texas Governor Signs Texas App Store Accountability Act Into Law

On May 27, 2025, Texas Governor Greg Abbott signed into law the Texas App Store Accountability Act (TX SB 2420) (the “Act”). The Act will go into effect on January 1, 2026. 

The Act was passed by the Texas legislature on May 15, 2025.  Similar to Utah’s App Store Accountability Act (UT SB 152), the Act will require app stores like the Apple App Store and Google Play to verify the age of users downloading or purchasing apps and comply with certain requirements and restrictions with respect to minor users under the age of 18.  To read the Act’s requirements in more detail, please see our previous post.

Update: On December 23, 2026 the U.S. District Court for the Western District of Texas enjoined the Act. just days before it was to take effect. The Court issued a preliminary injunction in Computer & Communications Industry Association v Paxton, finding that the Act likely violated the First Amendment because it imposed content‑based restrictions on speech, required sweeping age‑verification and parental‑consent mandates, and was not narrowly tailored to a compelling governmental interest.
