NABL Recognizes Andrew Kintzinger with the 2025 Carlson Prize

Hunton Andrews Kurth LLP is pleased to announce that The National Association of Bond Lawyers (NABL) has awarded counsel Andrew (Drew) Kintzinger with The Carlson Prize for 2025. The Carlson Prize is awarded annually to the author or authors of the best scholarly article submitted for publication in The Bond Lawyer: The Journal of the National Association of Bond Lawyers, or on the NABL’s website.

Kintzinger and two co-authors were recognized for a series of articles that recount how and why federal regulation of municipal securities offerings developed over time.

“Drew is the current great exemplar of the longstanding NABL tradition of leading practitioners sharing clear, simple, and useful advice on dealing with the effects of recent regulatory developments on the common problems of daily practice,” said Dean Pope, special counsel for the firm and former editor in chief of The Bond Lawyer. “He has been especially skillful in helping the NABL’s members understand how recent tax law developments affect common securities law issues and how securities law developments may affect the tax analysis. We all owe him a great debt of gratitude.”

Washington-based Kintzinger focuses his practice on federal tax and securities laws applicable to municipal bonds. He has substantial experience in IRS examination, audit, and tax controversy matters for tax-exempt bond issuers and related participants. He provides special tax counsel services to government units, 501(c)(3) organizations, underwriters, banks, and borrowers. His tax practice includes advising on swaps, derivatives, and advanced financial products for tax-exempt bonds. Kintzinger also has considerable experience with municipal securities law matters, including SEC regulatory and enforcement matters and Municipal Securities Rulemaking Board (MSRB) regulatory matters. 

Kintzinger’s history of service to the NABL has included serving as NABL’s president from 1994-95, serving as a steering committee member and panelist at NABL’s educational conferences, and his current role authoring the “Federal Securities Law” column in The Bond Lawyer. Kintzinger is an Adjunct Professor of Law at Georgetown University Law Center, teaching Public Finance: Tax and Securities Aspects.
