On July 3, 2025, the European Data Protection Board (“EDPB”) issued the Helsinki Statement outlining new initiatives to make compliance with the EU General Data Protection Regulation (“GDPR”) easier and to strengthen consistency and boost cross-regulatory cooperation. To achieve the aims of the Helsinki Statement, the EDPB will develop new tools to facilitate GDPR compliance, including through the:

• preparation of ready-to-use GDPR templates for organizations;
• creation of a common template for data breach notifications for EU Data Protection Authorities; and
• drafting of direct and easily-applicable resources, including checklists, how-to’s and FAQs, to help organizations understand their key obligations.

The EDPB will also undertake certain initiatives with the view of fostering consistency in the application and enforcement of the GDPR, including the:

• development of common positions on strategic cross-border issues;
• compilation of EU Data Protection Authorities’ positions on priority issues in an accessible format;
• regular follow-up on guidelines and implementation of further efforts for harmonization between EU and national guidance; and
• development of common practices, methodologies, tools and common actions.

In addition to such initiatives and tools, the EDPB will also collaborate with regulators in other sectors, including through the development of joint guidelines, to ensure consistency in the application of EU legislation.
