Jim advises both local and multinational clients on preparation, negotiation, and compliance monitoring with respect to power purchase, fuel supply, construction, financing, operations and maintenance, and associated project arrangements. He has significant experience with mergers and acquisitions, including private equity participation.

Energy and Infrastructure Project Development & Finance

• Advised Electricity Generating Public Co., Ltd. on its acquisition of 49 percent ownership interest in Project Pinnacle II, LLC, a holding company for a portfolio consisting of two renewable energy projects with a combined capacity of 251 MW (Pinnacle II Portfolio).
• Represented Electricity Generating Public Co., Ltd. in its recent acquisition of an additional 10 percent ownership interest in Linden Cogeneration, a 980 MW natural gas fired cogeneration facility in New Jersey. This transaction was completed on December 12, 2025, and is a continuation of Hunton’s representation of EGCO on its initial acquisition of a 28% ownership interest in the facility.
• Advised on split wrapped turnkey engineering, procurement, and construction arrangements and allocated operation and maintenance agreements for the 600 MW cross-border Monsoon wind project in Lao PDR.
• Advised on procurement documentation for fuel supply and a floating storage unit for a 2x600 MW LNG-to-power facility potential development project.
• Advised on repowering issues and subsequent offtake arrangements for an independent power producer for a 460 MW thermal project in the Philippines.
• Advised on joint venture arrangements, shared facilities, power purchase agreement, engineering, procurement, and construction, and operations and maintenance arrangements, fuel supply, and construction financing for a 455 MW supercritical coal-fired power plant in the Philippines.
• Advised on power purchase, concession, engineering, procurement, and construction, and operations arrangements, and fuel supply for a 138 MW coal-fired power plant in Cambodia.
• Advised on power purchase agreement, construction and supply contract arrangements and operation and maintenance contracts for a 78 MW DC solar photovoltaic power plant, Lopburi Province, Thailand.
• Advised on power purchase agreement, implementation agreement, government guarantee, engineering, procurement and construction arrangements, and fuel supply for a 100 MW coal-fired power plant in Cambodia.
• Advised on power transmission agreement, implementation agreement, government guarantee, construction contract, and offshore supply arrangements for a 125 km transmission line and two substation installations in Cambodia.
• Advised on due diligence review for a potential acquisition of 2 610 MW coal-fired power plants in Indonesia.
• Advised Thai government officials from the Ministry of Energy on model documents, the request for proposals, and risk allocations for an independent power producer solicitation in Thailand.
• Advised as primary project counsel since 2001 on power purchase, coal supply, compliance and governance, and finance matters for the 460 MW Quezon power project in the Philippines.
• Advised on construction financing (with ECA tranches and hedging program) and construction issues, including performance issues with GT 26B combined cycle gas turbines for a 741 MW combined-cycle power project in Thailand.

Real Estate, Development and Finance

• Advised a private equity firm on due diligence and acquisition arrangements for a luxury resort, located in Surat Thani Province, Thailand.
• Advised a major real estate firm on procedures and processes for workout of mortgage-related claims for an operating hotel in Bangkok, Thailand.
• Advised on due diligence, acquisition documentation, and acquisition financing documentation for investment by a private equity firm in the completion of a 36-story commercial real estate building, Bangkok, Thailand.
• Advised on private equity investment documentation, debt financing, project and construction, and acquisition and subsequent exit arrangements for the MahaNakhon project (now King Power Mahanakhon), a 78-story, 314.2m mixed-use skyscraper in Bangkok, Thailand.
• Advised on US$100 million domestic subordinated notes issue, including structuring and a consent solicitation to existing senior secured lenders and bondholders and subsequent take-out financing that involved senior secured note participants and a SGX Debt Listing shelf registration for potential senior secured bonds for a 460 MW thermal power plant in the Philippines.
• Advised on multiple due diligence projects and negotiations of hotel operating agreements, joint venture documentation, purchase agreements, and financing documentation for various hotels and resorts in numerous countries, including Thailand, the Maldives, the Philippines, and the United States.
