CARB Board Approves Climate Disclosure Initial Regulations

On February 26, 2026, the California Air Resources Board (CARB) voted to adopt staff’s proposed initial implementing regulations for California’s climate emissions disclosure and climate‑related financial risk reporting statutes—Senate Bill 253 and Senate Bill 261—both enacted in 2023.

The approved rulemaking package lays the groundwork for CARB’s administration of these laws by establishing the associated fee program and confirming key regulatory definitions that govern covered entities and fee applicability. With this action, CARB moves forward in operationalizing California’s climate disclosure framework and providing greater regulatory clarity for entities subject to the statutes.
